AEB Amsterdam response to the Environmental Agency publication on dioxin measurements

At waste-to-energy company AEB Amsterdam, exceedances of the permitted emission limit for dioxins were identified during three emission measurements carried out in 2024 and 2025. Exceedances of permitted emission limit values should not occur. AEB has taken this finding seriously and implemented additional measures, as a result of which emissions are now once again below the permitted limit. AEB is actively steering to ensure that emissions also remain below the permitted limit in the future.

The exceedances were identified on the basis of measurements conducted in 2024 and 2025 by an external measurement agency. In response, AEB commissioned additional measurements and implemented measures in its operational processes. A plan of action has also been drawn up to prevent recurrence and to further improve processes. The notification to the Environmental Agency was not made as timely as required under the permit. This should have been handled differently, and we acknowledge that.

Immediately after the measurement results became known, AEB took measures to further limit the formation and emission of dioxins. These included increasing the dosage of absorbent substances in the flue gas cleaning system and adjusting process settings to optimise the capture of dioxins. In addition, an in-depth technical investigation into the performance of the flue gas cleaning system was initiated and control measures were implemented.

AEB is steering towards emissions below the permitted limit. The frequency of emission measurements has been significantly increased in order to demonstrate continued compliance with emission limit values. Furthermore, process control has been tightened and additional internal monitoring has been introduced, in combination with intensive consultation with the Environmental Agency regarding progress and further optimisation.

Waste processing and energy production have continued within the applicable permit conditions and under the supervision of the competent authorities.
